The City of St. Louis has resumed its Minority- and Women-Owned Business Enterprise (M/WBE) certification program, effective immediately. On September 5, 2025, Mayor Cara Spencer signed Executive Order 91, directing the St. Louis Development Corporation (SLDC) to end the temporary pause announced in August and resume accepting and processing certification applications.
Executive Order 91 reinstates the M/WBE certification program while grounding it in current law. The order keeps the prior program structure but incorporates findings from the City’s 2024 Disparity Study, which examined the local contracting market and availability of minority- and women-owned firms. The revised program will shift from broad, citywide targets to a project-by-project framework for setting participation goals. Under this approach, goals will be calibrated to the availability of qualified firms for each contract.
With the program now back in effect, SLDC is once again processing certification applications. The Board of Aldermen is expected to consider legislation this Fall to codify the revised framework, with passage anticipated by November 2025. These actions collectively mark the program’s full restoration, and contractors should prepare for project-specific participation goals guided by the 2024 Disparity Study and forthcoming ordinance updates.
