David W. Sweeney Represents Developer of Apartment Project on Laclede’s Landing

Lewis Rice member David W. Sweeney and associate Melissa G. Powers represent Advantes Group, a St. Louis-based developer led by Brian Minges, in its acquisition of two historic Second Street buildings. The plan for the two buildings is to turn them into 76 apartments and street-level commercial space. Advantes recently completed its Peper Lofts project, which added approximately 50 apartments and office and retail space to the Landing.

David focuses on lobbying, governmental and finance matters; municipal and public law; government affairs; zoning, land use, tax increment financing, community improvement districts, and other development incentives. His experience ranges from drafting and overseeing implementation of legislation regarding tax increment financing, community improvement districts, special business districts, transportation development districts, and property tax abatements to representation of governmental entities in a variety of real estate development and finance matters.
