John M. Hessel and Sarah A. Milunski Represented City of Kirkwood in a Land-Use Case

Lewis Rice members John M. Hessel and Sarah A. Milunski represented the City of Kirkwood in a case against Catholic high school St. John Vianney over its right to use the professional-grade lighting system it installed four years ago on the baseball fields at the back of its campus. On Friday, December 13, the Appeals Court upheld the summary judgment in favor of Kirkwood on all but one point.

John is the long-standing city attorney for Kirkwood and Florissant, Missouri and was recently named the city attorney for Maplewood, Missouri. He advises these cities and other municipalities, fire districts, state and local bonding authorities, and other governmental bodies in a number of complex matters including labor law, Sunshine Law, contractual issues, environmental issues, pension issues, zoning, and traditional litigation cases.

Sarah is an experienced litigator handling cases involving municipal litigation, Missouri’s Franchise Act, consumer protection statutes, contract and property disputes, and personal injury in both federal and state courts in Missouri and Illinois. She regularly assists the cities of Kirkwood and Maplewood on municipal law, zoning, and finance matters.
